The Consumer Welfare Fund (CWF) has been established under Section 57 of the Central Goods and Services Tax (CGST) Act, 2017. The Fund is dedicated to promoting consumer welfare, protecting consumer interests, creating awareness and strengthening consumer rights across the country. The Fund provides financial assistance to Central and State Governments, Universities, Autonomous Bodies, Consumer Organizations and Institutions of National Importance for consumer-related research, awareness programmes and welfare initiatives.

Important Provisions

Eligibility

  • Organizations engaged in consumer welfare for at least 3 years.
  • Audited accounts for preceding 3 years required.
  • Preference to all-India, experienced and reputed organizations.

Extent of Assistance

  • Project assistance normally up to ₹3 crore.
  • Higher assistance may be approved in exceptional cases.
  • Ordinarily, grantee contributes 20% of project cost.
  • Assistance is generally for 3 years, extendable case-to-case.

Application Procedure

  • Calls for proposals are generally invited twice a year.
  • Applications are submitted online as per prescribed format.
  • Proposals are reviewed by Assessment Cell and Appraisal Committee.
  • Final approval is considered by the Standing Committee.

Monitoring & Compliance

  • Separate books of accounts must be maintained.
  • Quarterly progress reports are required.
  • Utilization Certificates must be submitted.
  • Funds may be recalled for misuse or non-compliance.
